MAPS 4

Diversion Hub is honored to be a MAPS 4 project. MAPS 4 is an Oklahoma City sales tax funded public improvement program that invests in key public infrastructure. This historic investment will expand our capacity to offer thousands of individuals and families stabilizing services and pathways out of the criminal legal system. Our work improves public safety, reduces taxpayer costs, alleviates jail overcrowding, and increases economic prosperity for members of our community.

MAPS 4 funds construction costs but not operations for Diversion Hub. Continue scrolling to see more of our MAPS 4 journey!

Spring 2026

Diversion Hub’s new 35,000 sq ft facility is projected to open in spring 2026!

Thus far, foundational work (electrical and plumbing) has been completed. The crew is focusing on structural work inside the building, including the framing, pockets, glass installation, and welding for dedicated spaces. Exterior work continues as drains are installed and tied to the storm water system. Our team is meeting with a local artist to design a shuttle shelter.

Later in the year, the crew will begin working on exterior details like the signage and detailed brick facade. Inside, they will install sheetrock, blinds, light fixtures, flooring, and other details to complete our new home!

April 2025

In April 2025, we signed a beam to be placed in the center of the building, giving our staff and partners a chance to leave their mark. The structural frame was completed and the crew was preparing to pour the parking lot. Electrical conduit mapping was completed as foundational work continued.

From November to March 2025, the crew coordinated utility designs with the city. Cement was poured and the site was cleaned and prepped to begin foundational work. Studies were completed to ensure the site was ready for construction operations.

October 2024

In October 2024, we broke ground on our future home alongside dozens of our community partners and city leadership. We celebrated this milestone with a ceremonial shovel scoop and speeches from the project’s key figures, including our Board President, Sue Ann Arnall, and Oklahoma City Mayor Holt.

Studies were planned to prepare the site for construction and chain link fencing was installed to delineate the work zone. The crowd’s excitement to envision the new facility energized our staff and community!

In August 2024, Wynn Construction Co, Inc was awarded the contract to build Diversion Hub’s new facility and parking lot. The facility and parking lot were put out for bid separately and multiple local construction companies submitted offers for consideration. Wynn was chosen and quickly became integrated into the project crew.

With the construction company chosen and architectural plans finalized, the project moved from the planning phase to the construction phase.

In July 2024, Diversion Hub staff attended a very special meeting of the City Council. Council members voted to approve Diversion Hub’s project, allowing it to proceed to the next stage of the planning process: choosing a construction company.

At the meeting, Rees Architects presented their design and answered questions about the building. Mayor Holt spoke briefly to express his support for the plans and his excitement about the project moving forward.

With this key milestone met, the project moved on to the bidding stage.

2023

Diversion Hub grew exponentially since becoming a MAPS 4 project. Our staff doubled and then doubled again, with additional on-site partners adding to the need for a larger space. Our clientele also drastically increased by thousands, presenting a significant need for more client meeting spaces, training rooms, and other areas for staff to work with clients and their families.

The need for a new building became more urgent than ever. Staff were excited to move the project along in the design and planning stages to get to the main event.

Diversion Hub was chosen as a MAPS 4 recipient to transform Oklahoma City’s approach to criminal justice and alleviate pressure on the Oklahoma County jail. We were allocated just under $19 million for construction and began working with the MAPS 4 team to choose an architect for our new building.

Sue Ann Arnall, our Founder and Board President (seen here giving an interview on the news about Diversion Hub’s application) advocated for Diversion Hub’s inclusion in the project.

In 2021, Diversion Hub and the rest of the MAPS 4 team were joined by Rees Architecture Planning & Interior Design, an Oklahoma City-based firm that has worked on other social service projects. Rees immediately got to work, meeting frequently with Diversion Hub’s leadership and MAPS 4 staff to design a beautiful, functional, and much needed facility to expand our capacity to serve more clients.

Rees dedicated significant time to understand Diversion Hub’s operations and priorities. This led them to capture the perfect balance of efficiency and effectiveness to meet our current and future needs.

2019

2019

MAPS 4 is a $1.1 billion public improvement initiative approved by Oklahoma City voters in 2019. MAPS 4 builds on the success of previous MAPS programs by focusing on human and neighborhood needs alongside traditional infrastructure projects. The program funds the construction of key facilities but does not fund ongoing operational expenses.
